swagger.py is missing license header

The file magnum/common/pythonk8sclient/client/swagger.py does not contain an ASL2 license header. It appears to have been copied from:

https://github.com/swagger-api/swagger-codegen/blob/master/samples/client/petstore/python/client/swagger.py

without attribution (although the original does not contain a license header either).

Note that the original is indeed ASL2 licensed: https://github.com/swagger-api/swagger-codegen/blob/master/LICENSE
