Bug Description
Reproducer:
Create a bay
delete the bay
Create a bay with the same name before deletion completes
Bad things happen ;)
One simple workaround is just to give each new bay's stack name a unique ID

Just check heat, there is no length limit on stack name, so we can just add a uuid to the stack name to make sure it is unique.
