Bug Description
I have noticed that sometimes, randomly (hard to duplicate deterministicaly but easy to duplicate), the MAAS pod compose API call creates machines with duplicate node_id's.
Calling:
$ maas admin pod compose <pod_id>
multiple times on an RSD pod with multiple resources will sometimes create two machines with the same node_id.
