Check that LXD supports custom block volumes when adding a VM host

Bug Description

When adding a new VM host, MAAS should check that the `custom_block_volumes` extension (https://github.com/lxc/lxd/blob/master/doc/api-extensions.md#custom_block_volumes) is supported by the server.

This is needed to be able to create VMs with multiple disks.
