Bug Description
When a BMC is saved MAAS extracts the IP from the power_address. It then models the IP address which is associated with a subnet model. This allows power actions to be routed to rack controllers which are on the same subnet as the BMC. If MAAS can't find a rack controller which is on the same subnet as the BMC it blasts the power action to all rack controllers.
MAAS allows URLs to be used and has code to get the IP for mapping. If an FQDN is used instead of an IP this code fails.
