Netplan: render DNS global defaults on every interface

Due to bug #1664806, if no per-interface DNS servers are defined, MAAS must replicate its default DNS configuration across every rendered interface.

This is not happening yet in MAAS.

We don't need to fix this in MAAS until we start sending the v2 (netplan) YAML. We already have a fix for this in the v1 YAML.
