[2.3, UI] Interface configuration for controllers is broken

Bug Description

When I first implemented interface configuration for a controller you could only change the fabric/vlan of the controller. This was because when you change the fabric or vlan the subnets would move to that fabric/vlan.

That seems to be completely broken now, you cannot even change the fabric of a controller any more and MAAS presents all the interface configuration as if the controller is a machine.

This is not correct.
