I just re-tested this in MAAS 2.4. Using the "Disable DHCP" option on the VLAN being relayed disables DHCP relaying. This is by design, and I do not think it was any different on MAAS 2.3. Can you be more specific about the expected vs. actual steps and which details pages you were using when you saw this behavior?
