MAAS UI warns about PostgreSQL version but link does not help

MAAS Version: 3.3.2-13177-g.a73a6e2bd

When I login to MAAS I see the warning "The PostgreSQL version in use is older than 14.". Underneath this is a line with the text "How to upgrade the PostgreSQL server..." which links to "https://discourse.maas.io/t/md3-postgresql-version-older-than-14-are-deprecated/6216"

But https://discourse.maas.io/t/md3-postgresql-version-older-than-14-are-deprecated/6216 does not tell you how to upgrade PostgreSQL server despite what the link text in the MAAS UI says.

MAAS doc needs to point to the correct upgrade procedure.

fixed: the upgrade procedure has been vetted and added to the docset at https://maas.io/docs/upgrading-postgresql-12-to-version-14, and linked from all relevant install documents.
