Bug Description

KVM pods showing 0 or negative numbers for available CPU CORES and RAM and can not compose machine.

MAAS version: 2.9.0~rc3 (9131-g.26dc68728)

1) MAAS webui -> KVM, showing 0s:

CPU CORES: 34 of 0 allocated
RAM: 168577466368 of 0 B allocated

2) KVM page, showing negative numbers:

Cores: Error: Only -22 cores available.
RAM: Error: Only -118784 MiB available.
"Compose machine" button is disabled.

It turns out I just need to "Refresh":

KVM -> Select Hosts -> Take Action -> Refresh

To avoid confusion, maybe we can still do something on the page or in the background ?

E.g.: if 0 or negative number deteted, refresh automatically, or ask user to refresh ?

Or, if we can find out the root reason why we get false numbers, that's even better.

Refresh should happen when you register the host. We have to investigate, why that is not happening.

It would be good if you upgraded to 3.1 or 3.2, to see if it has been fixed there.
