VLAN page shows odd "Rack controllers" value

Bug Description
For a VLAN that has no dhcp enabled, but is seen by two rack controllers, navigating to the VLAN details page shows:
"Rack controllers: -"
which is correct.
But if I click the Edit button for the top section, the text turns into:
"Rack controllers: rack1, rack2"
which is confusing, as this is not enabling racks on the VLAN.
If I click the "Reconfigure DHCP" button then I can select racks correctly, just the top section seems wrong.
Note that if the VLAN does have DHCP enabled, then the list is actually correct (albeit not sorted) and shows which racks are providing DHCP.
