UI points installation log to tar instead of log file

Bug Description
When Curtin fails to run during a deployment it uploads both a log file and a tar file containing additional system logs and debug output. I had a deployment failure occur and went to look at the logs. The tar was being output and when I tried to download the log(not the tar) I got the tar.
