Cypress and yarn cache fill up disk space in build environment

Bug Description

MAAS failed to build today due to my LXD container running out of space. When I looked into what is filling up my disk I noticed that ~/.cache/Cypress and ~/.cache/yarn took up about 10G of space. It looks like as the design team moves to newer versions the old versions are left in cache. I mentioned this on MM and Huw Wilkins said "one improvement could be to add CYPRESS_INSTALL_BINARY=0 before yarn install as that will both speed up the install and prevent it from creating the cypress cache."
