Allow "Register as MAAS KVM Host" for any version of Ubuntu in the UI

Bug Description
I just landed a branch[1] which switches the default version of Ubuntu on new MAAS installation to Ubuntu Focal, 20.04. While fixing the install_kvm option for Focal I noticed that MAAS always allowed install_kvm on any version of Ubuntu on the API but limited it in the UI to 18.04. I removed these restrictions on the websocket so the UI can match the API.
For MAAS 2.9 the UI should allow any version of Ubuntu to be registered as a MAAS KVM host. However there should be a warning that only 18.04 and 20.04 are supported as KVM hosts.

Any version is allowed but we should warn that only 18.04 and 20.04 are allowed?
