Can't commission without a test

Bug Description

Looks like on recent MAAS 2.8, it's no longer possible to commission a machine without any test selected?

I'm pretty sure that in the past, I've un-selected the default smartctl test in virtual machines I would commission as there's really no point in running this test. But now the Commission button becomes unavailable as soon as I do so.

Oh, interesting, it only seems to happen when multiple machines are selected.

So:
 1) Select two or more machines
 2) Click "Take action"
 3) Click "Commission..."
 4) Notice "Commission 2 machines" is clickable
 5) Remove all tests
 6) Button becomes unclickable

I was able to reproduce this on master using Firefox 77.0.1 with one or more machines selected.

Note you can commission using the API without tests with:

maas $PROFILE machine commission $SYSTEM_ID testing_scripts=none
