CSS misstyled when accessing angular pages from redirect

Bug Description
MAAS version: 2.8.0~rc3 (8547-g.90d154c40)
@maas-ui/maas-ui 1.3.1 (7c2e4f4).
When accessing a page that ends up redirecting, the CSS can be missing/confused.
Example going from a 2.7 URL to a 2.8 RC3 one,
1. Pretend you've got a bookmark for a 2.7 install pointing to KVM page, it ends in /#/kvm
2. Load that URL, e.g. http://
3. Note URL frenzy of URL changes, and end up with a funkily styled page
