Bug Description
If there is a problem with a rack controller, for example if dhcpd is not running for some reason, it is still possible to have maas deploy a node. The UI should at the very least provide a warning/error banner about saying no controller is available or possibly prevent the user from deploying that node entirely. The controllers page shows the rack controller is not ready during this time.

MAAS should produce diagnostic information that allows users to understand which parts of the system are not functioning, and which functions (e.g. machine deployment for machines related to a rack controller in a failed state).
Added to the internal backlog (internal reference PF-3726) for future consideration.
