maas status always says supervisord is restarting without sudo

Bug Description
When `maas status` is run as user, it says supervisor is restarting, even when that's not true:
$ maas status
MAAS supervisor is currently restarting. Please wait and try again.
$ sudo maas status

We should probably require the command to be run as root.
