Bug Description

Installing maas via snap inside an lxd container causes excessive load and what appears to be unbounded memory consumption. Initial investigation shows snapfuse consuming a lot of resources so it might be unrelated to maas itself. Maas 2.7 installed from ppa doesn't exhibit this problem.

Steps to reproduce:
1) launch an lxd container
lxc launch ubuntu:

2) install snap inside container
snap install maas

3) configure maas (might be unnecessary)
maas init ...

maas version: 2.7.0-8234-g.de2727f6c
