Can't power on AMT machines

Bug Description

This is with MAAS 2.7.0~rc1-8204-g.d93c8433c-0ubuntu1~18.04.1

MAAS doesn't seem to be able to power on AMT machines.

If I add a machine from the machine listing, MAAS will put the
machine into Failed Commissioning, since the power on action
timed out.

In the logs I see this (older AMT version):

When I tested with 2.6.2, I don't have any problems powering on
the machines, and I can also power on the one with the older
AMT version with amttool manually.
