MAAS should check bind is accepting external connections

Bug Description

Excuse me if this has been fixed in MAAS 2.6 but under MAAS 2.4.2, MAAS gives bind the all-clear even if bind is configured to only listen to localhost for DNS queries. Only listening to localhost seems to be the default for bind9 under 18.04 so I had to comment out the `listen on` line in /etc/bind/named.conf.options on my MAAS controller to enable internet access on my MAAS nodes.

It would be good if MAAS checked for this setting and warned the user if bind is (unintentionally) restricted like this.

Thanks for your bug report. It would be good if could reproduce this with MAAS 2.7, and attach the MAAS logs, as well as the bind config.

I haven't been able to reproduce this locally.
