maas tops out CPUs on ubuntu 18.04 host

Bug Description

I'm running MaaS on a Dell Inspiron 15 7000 laptop with 8 cores, 8G ram. Randomly, the fan kicks on and I/O crawls to a halt. System monitor shows a large number of python3 processes using 90-100% of CPU resources, top confirms. A 'ps -ef | grep maas' shows all python3 processes associate with the 51 various maas processes running (postgres, regiond, rackd, etc.). Running "sudo snap restart maas" calms things down for a random period of time (days, hours). Problem recurs intermittently.

I had to uninstall maas to get my system back, but not before I copied /var/snap/maas/* off to my home directory. I am attaching a tar of /var/snap/maas/common/log below ("tar -cvzf maasbug.tar log) at developer request.
