CentOS 7 fails to deploy in CI

Bug Description

The test_machines_deployed test in CI fails, leaving the node that deployed CentOS 7 in Failed Deployment. The machine doesn't talk back to MAAS after curtin has done its work and rebooted the machine.

This happens with the 2.6 branch. I haven't yet tested with master.
