MAAS web UI should degrade more gracefully when Javascript is turned off

Bug Description

If you visit a MAAS with a browser (plugin) which blocks Javascript (e.g. noscript) you're presented with a disconcerting blank page and no other indication of what to do next. It would be nice if MAAS could tell the user to turn on Javascript in this kind of case.
