Bug Description
To setup networking in the ephemeral environment MAAS sends netplan configuration and applies it with a user_data script. Only Bionic+ have netplan available. For older releases such as Xenial the deployment succeeds and the error is logged but custom networking isn't applied.
MAAS should prevent ephemeral deployments for any release older than Bionic.

Issue occurs only when deploying Xenial in ephemeral mode. Xenial is currently in ESM support only.
