maas complains about unavailable image when it is available

Bug Description
In MAAS 2.5.3, you can see a message at the GUI:
ubuntu bionic is configured as the commissioning release but it is unavailable in the configured streams! Dismiss
Bionic 18.04 is available, in fact nodes are correctly deployed with no problems using it. If you click Dismiss the message goes away with no seemingly bad effect.

Hi Andre,
Why is the error bad? MAAS is basically saying that while you have bionic configured, the image is not currently available in the repository, that is (or could be) https:/ /images. maas.io/ ephemeral- v3/
So MAAS is correctly telling the user that the image in the repository is not available.
