Bug Description
Sometimes we get a failure to import region images on a timely basis. We're not sure why this is happening, there isn't much info in the logs.

Did some digging on this one
hots 30 and 31 both grabbed the meta data and then started downloading the images
host 32 however got the meta data, and then just didnt progress from there
