Base VMware ESXi partition should not be removable

Bug Description
A VMware ESXi filesystem layout was recently added to MAAS. This layout matches the partitions and sizes of the VMware ESXi DD image. Users may customize VMFS datastore's, including the default datastore stored on partition 3.
All other partitions should not be changed as they are required for VMware to operate. storage-esxi, the script which applies the storage layout, will ignore configuration options to the system partitions. However this may result in a deployment without a usable datastore.
MAAS should prevent the system ESXi partitions from being modified in any way. However users should still be able to switch back to a Linux layout.
