[2.4] Region controllers do not receive a newly created DNS record before restart

Bug Description

This only affects MAAS 2.4.2, not 2.5.0, per my testing.

Description:

* A record gets created and propagated to PostgreSQL via a single region controller that answers a client request;
* Only Bind9 installed alongside that region controller gets an updated zone file;
* other region controllers need to be restarted before bind9 is reconfigured;
* the problem only appears after a record is initially created. If other region controllers are restarted they receive updates to that DNS record just fine if any of the region controllers is used by a client to perform an update.
