Bug Description
KVM pod deployment needs to be tested on a ARM64 host.
It is our current understanding that in order for libvirt to be used with KVM on ARM64, the `qemu-efi` package needs to be installed.
This seems like a limitation that should be addressed in packaging, but MAAS should work around it for now.
