option to 'override failed tests' unavailable from context menu

Bug Description
It seems that option to 'override failed tests' appears available when a machine is selected in the list UI (/MAAS/#/machines), but it doesn't appear when one accesses a given machine (eg #/machine/enbcpm). Sample screenshots can be seen at: https:/
In my current setup this behavior is seen on more than a dozen systems, so it's not specific to a single machine.

The option to override failed testing is only available when the machine is in failed testing state. The action is not available when the machine is in 'Ready state'.
