[2.4, UI, performance] Every browser hard refresh generates RPC calls

I have 2region/racks, 2 rack controllers. The latter two are dead. Every time I hit F5, i see this in the logs.

I believe this could be a reason of why sometimes loading the UI could be slow when there's connection problems.
