Bug Description

The DomainHandler sends an update whenever a machine is added or removed from the domain. The DomainHandler is loaded on the node-details, node-listing, pods, and dash board to allow the user to select which domain the node should be on. Only the DNS page actually shows the count.

Ideally DomainHandler would never send an update for the count on these pages however the region doesn't know what page the user is on. The DomainHandler should only be loaded when the user can select a domain to limit the amount of updates.
