[2.4, websockets] Only send node storage information when needed

Bug Description

All storage information including file system layouts and RAID configurations are sent with the node object on node-details page load. Much of this information is only viewable on the storage tab. The websocket can be modified to only send information on the file system and RAID configuration when required. The storage card, hardware results tab, and possibly in the future commissioning/testing form need to know the disks on the system.

After looking closely at how our websockets work I think this will require a large amount of effort for little gain. Machines need storage information for filters, listing, summary, and results. The only time this would save data is on the interfaces page.
