2.4: pods 'create' fails without a zone specified

Bug Description
Prior to 2.4, specifying a zone when creating a pod wasn't required since pods didn't have zones associated with them.
The same call that used to work now fails in 2.4, because zone is required:
Command failed: pods create type=virsh name=aristos power_address=
{"zone": ["Select a valid choice. That choice is not one of the available choices."]}
zone is not shown as a required parameter:
