Reduce code duplication between Python and JavaScript

Bug Description

The legacy MAAS UI compiles Python enums into their YUI equivalents.

In preparation for dropping YUI, we should move to a modern way to share code (such as enums) between Python and JavaScript. (Now that we're using Webpack and compiling our JavaScript, we might even consider using something like transcrypt to do so, so that we can share both data and common logic.)
