[enhancement] Enable NTP check as a default hardware test on commissioning

Bug Description

At this moment with MAAS 2.3, only one test (smartctl-validate) is enabled as the default hardware test on commissioning process. In addition to it, can you please enable NTP check as well? Since MAAS is now acting as NTP servers, every MAAS nodes should be able to reach out to the NTP and be expected to pass the test?

With this enabled by default, we can find faulty nodes with a huge time skew before actually deploying services. I know how it can be enabled optionally though.

I think this might be a good idea, but what is the solution when the time shew is way off?

Should we not make commissioning fix that automatically.
