Problem appears to be resolved in MAAS 2.5.0 (7442-gdf68e30a5-0ubuntu1~18.04.1), installed via Launchpad (ppa:maas/next). I'm successfully able to bootstrap and deploy a rabbitmq-server charm to my LXD-based MAAS. (Using Bionic.)
