unable to install maas snap due to permission denied error

Bug Description

ubuntu@ubuntu-2gb-nyc3-01:~$ cat /etc/lsb-release
DISTRIB_ID=Ubuntu
DISTRIB_RELEASE=16.04
DISTRIB_CODENAME=xenial
DISTRIB_DESCRIPTION="Ubuntu 16.04.3 LTS"

ubuntu@ubuntu-2gb-nyc3-01:~$ snap search maas
Name Version Developer Notes Summary
meta-maas 0.2 maas - Tool to manage multiple MAAS regions
maas 2.3.0-6434-gd354690-snap maas - Metal as a Service

ubuntu@ubuntu-2gb-nyc3-01:~$ snap install maas
error: cannot perform the following tasks:
- Run configure hook of "maas" snap if present (run hook "configure": /snap/maas/1349/meta/hooks/configure: 10: /snap/maas/1349/meta/hooks/configure: chown: Permission denied)

So on a fresh 16.04.3 install I am not able to install the MAAS 2.3.0 snap due to the permission denied error. I've tried installing both as a normal user and as root and got the same issue every time.

I am able to install the hello-world snap so at least snaps are working:
ubuntu@ubuntu-2gb-nyc3-01:~$ snap install hello-world
hello-world 6.3 from 'canonical' installed

You need to use --devmode

Changed in maas:
status: New → Invalid
