maas regiond fails when ipv6 is disabled

Bug Description

When 'disable.ipv6' is specified as a kernel parameter, disabling all ipv6, maas regiond fails to start.

This is with 2.2.3

Hi Jason,

MAAS needs IPv6 to be enabled on the kernel command line to work. The way MAAS has been enabled to work on both IP addresses families.

I do believe you can use "sysctl net.ipv6.conf.all.disable_ipv6=1", but you can't use the kernel command line.

I agree with Andres. We should not be working around the problem, what disablement of ipv6 was. IPv6 should be enabled anything that is preventing deployment should be fixed.
