Changing PXE lease in DHCP snippets global sections does not work

Bug Description
When adding a DHCP snippet to change the PXE lease time, it inputs the new value above the existing value in /var/lib/
If the subnet is configured for this value, it will take effect. This is a valid workaround, but tough to manage with a large number of subnets.
Please mark this as a wishlist item as there is a valid workaround for it.
