[2.3 beta 1, UX improvement] Surface on the UI the ability to add a comment for an action and present the comments on the UI

I believe this functionality is available through the API. Users requested that we surface it in the UI as well

Bug description:

* Current result:

Given I am running an action
When the header expands for confirmation
Then I can't add a comment

* Expected/ correct result:

Given I am running an action
When the header expands for confirmation
Then I can add a comment to describe why I am running this action
And I should be able to see my comment in the machine listing or the machine details page
