maas version: 2.2.2-6099-g8751f91-0ubuntu1~16.04.1

Per this comment, https://bugs.launchpad.net/maas/+bug/1718016/comments/4, the rack-controller must be installed on all region controller nodes. Not doing so potentially causes other errors, or at least can mask other errors, preventing the root cause of bugs from being identified.

If region controllers require rack controller software to be installed, this should be handled by the packaging.
