[FFe] Standing Feature Freeze Exception for MAAS 2.3

Ubuntu Artful currently has MAAS 2.3 alpha 1. This is a Standing Feature Freeze Exception request for MAAS 2.3 upcoming beta/rc/final releases for Ubuntu Artful.

Dependencies & Upgrade
======================

MAAS 2.3 has introduced the following features:

 - CentOS & Windows networking support.
 - Improved Hardware Testing.
 - Better Network Discovery & Beaconing.
 - Rack Controller deployment.
 - White box switch support.
 - MAAS upstream proxy support.

Upcoming releases are targeted to bugfix, improve and complete the features above.

Testing

 - Manual UI testing
 - Fresh install testing
 - Upgrade testing

Accepted maas into artful-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/maas/2.3.0~beta1-6301-gca25180-0ubuntu1 in a few hours, and then in the -proposed repository.
