MAAS installation from Ubuntu Server ISO failing after 08 Aug 2017

Bug Description
Installing MAAS from Ubuntu Server ISO has been failing since earlier part of this month.
This affects images of 16.04.01, 16.04.02, and 16.04.03 (Being the only images I tested).
1)
If apt mirror is disabled (Expert Mode), at install time, when using 16.04.01 and 16.04.02, installation is successful. But fails if enabled.
16.04.03 fails regardless of whether apt mirror is enabled or disabled.
2)
Installation fails with following errors during maas dbconfig:

A new update in the trunk seems to setting policy-rc.d to exit(101), preventing postgresdb from starting up and be available for MAAS configuration.
I have tried installing MAAS from Ubuntu Server ISO on different hardware (including Dell PowerEdge and HP Proliant), and the result is the same.
Kindly help fix this major problem.
