MAAS version: 2.2.2 (6094-g78d97d0-0ubuntu1~16.04.1), [UI, Tables] When only one row action is available, expose it in the UI instead of having a contextual menu

Bug description:

* Current result:

Given I am in a table that has row actions (e.g. interfaces or storage)
When only one action is available for a row
Then  I have to click in the contextual menu to access it

* Expected/ correct result:

Given I am in a table that has row actions (e.g. interfaces or storage)
When only one action is available for a row
Then  I can see the action on the row

We need to better design the contextual menu, so that it is only used for a bigger number of actions
