[SNAP] MAAS running in a snap reports the wrong operating system/release

Bug Description

On controller refresh MAAS reads /etc/os-release to determine what operating system and release it is running on. When running in a snap /etc/os-release from the core snap is read which currently is Ubuntu Core 16. MAAS needs an interface to obtain /etc/os-release from the host OS.

This is the expected behavior, since the snap is now confined and thus independent from the host OS.
