[2.2] Relay'd VLAN's hostmaps are not writtin to the dhcpd.conf, unless rackd is restarted

Bug Description

When using a relay'd VLAN, the hostmaps are not being updated unless the rackd is restarted.

It is missing the required triggers on the VLAN to notify the relay through VLAN that it needs to be updated.
