[2.2rc1] When rack controller is down, machines power status shows 'green'

Bug Description
I killed a rack controller and the machines showed power status as 'Green'. While machines are indeed turned on, MAAS shouldn't show that they are green. Rather, they could show that they are green + show a warning icon indicating that no rack controllers can commiunicate with the BMC's because they are down.
