[UI] Save machine without MAC address does nothing

Bug Description

To reproduce:

1. Go to nodes listing page.

2. Add hardware > Machine

3. Power type > Manual

4. Save machine

5. Nothing happens.

The problem is that no MAC address was entered. If a MAC address is
entered and it's already in use by another node, an error will be
displayed in the same row as the action buttons. If a new MAC address is
entered the machine will save correctly.

Using packages built from lp:maas r5719.
